If we provide ebay a purchase receipt of manufacturer ? Do ebay call them?

doubt it, I don't think they ever had, certainly not for my accounts.

Besides, there would be a major language barrier and no information would be divulged by suppliers due to privacy.

This would never happen in normal situations.

They could,depends on what you are selling.
also during holiday shopping season,some sellers are selling say Xmas toys not yet available on the market but they have pre order from the factory,Ebay wants to see an invoice and proof they have paid .
In the past Ebay would brief its toy sellers what is hot so they can pre order,many parents who cant find these toys would come to Ebay

True but still no stories of eb calling the supplier on the receipt
