is it ok to use fulfillment center for international seller?

one of ebay seller told me he got suspended because of fulfillment center.
ebay said blocked his account because he is a dropshipper but he wasn't.

Countless sellers use fulfilment centres.
Some, for whatever reason, deliberately misrepresent the goods location. That might be cause for suspension.

I'd question if he tells you everything.

Does he say if the item stock is in USA but it actually ships from China or something like that?

I've seen it with some listings that says "USA stock" but then it takes 2 weeks for delivery.
