It doesn’t have to match the address example would he revolut created in my details but address different on eBay and still VCC works.

Sometimes when I print a label off the VCC doesn’t work but I use a different one and works perfectly.

address is matched only on a few countries like UK , USA and a couple of others. with all other countries address can not be verified so if they are declined it is likely because either the BIN is blocked or because the country of ebay registration does not match the country of BIN

ebay have already been practicing this on mobiles whose numbers need to be in the same country and if they are not they can allow to put them on file but will not be sending SMS once your login is blocked and you are asked to receive SMS , an ebay security rep actually confirmed to me when I was locked out with a foreign number , he told me that the country match is essential and SMS is not sent on purpose
