Found some account that has around 100 usd of unpaid fees, and as email history shows, it had been suspended for fees non payment. Tried to pay them via one time payment feature. However, when card details are entered, and I click on "make one time payment" button, a pop up window appears that is just empty, and card is not charged. Any ideas?

I get quite similar "errors" on some websites (not ebay) when using PC which is on WIFI, and payment app is on phone which is on mobile data.
Sometimes happens that my IP of WIFI (PC which i use for checkout) is one country, and mobile data IP (phone with payment apps) is on another country.
Then symptoms are quite same - empty window shows up and if left open for 15-20 min closes down by itself and drops time-out error. Once both (phone and pc) are connected to same way (both on same wifi or both on same mobile data connection) there is no errors then - it just passes through. In that "empty" window should be fields to input data of 2FA.
If you have payment app on phone, i would suggest to open EB on that phone browser (but not through eb app!) and try to check out then - for me worked everywhere else, but again- never tried it on EB.
Also if thous accounts are older than 2016 - would not bother then. I have few of them too, they allows to onbord a new seller for MP, but they does not allows to list anything - on a last page you get error "its not you its us, we looked everywhere".

Try a different browser, if it's still glitchy, wait a week.

Asked support, they said it is not because of fees, but because of "risks". I put doubs to it as I've never seen eBay refusing to take money to cover a neg balance in a suspended account. As it just does not make any sense, suspended account = permission not to pay fees?

One more trick to try:
If you using Visa, then use mastercard, and if you use mastercard, then use visa. Because they somehow react very different to it.

why are you suspended?
if you pay your fee,does it mean you are no longer suspended?
Ebay has already written off the uncollected fee as losses.
why do you want to pay those fees?Do you want your accounts back to buy/sell again?
May be Ebay does not want you back,thats why it wont let you payback the fees.

And it fails. | that's really odd - i was given the option to use the card on file...this really sounds like some inherent glitch or problem on account.
one thing worth trying - log onto a different eb platform and then go to the seller account section - it should take you back to original platform on which you registered - does it give you any new option...

If I log into .com, then it redirects me to .co.uk payment page.

Is this a pre-MP account? I have a few of those that I thought about reactivating by paying the fees. One is only $15 so I thought about paying it and trying to get the account back bc when I login it directs me to call customer service.
I called and they told me when I want to pay to call them back and they would guide me through the process.
I no longer have the same phone number as I did then and cannot answer stealth identity questions which I assume would be the next step to reactivation so I kind of gave up and started making New stealths but possible for you to call in and pay.
