Permanently Suspended over 20 years ago

Has anyone ever been permanently banned and after many years later able to sign up again . or they keep it on file forever ?

here they just constantly get suspended and they sign up again

I have a feeling they do not keep it on file,back then they do not ask for SSN,so people could have similar names,address .
Paypal could be different.They keep every account,closed,or open

If you was banned before Managed Payments you'll be fine to sign up again in your real details.

If so,then do not add it as your payment method under MP

it depends on the reason of ban , in some cases people who were banned on MP could return as well
