What category of sales or items involved? That will help guide discussion and "doability"

you just but the same cases from a large supplier in some quantity and edit invoice

if the ebay account is not recent , had a stable selling history for several months and did not have excessive complaints it should work

1500 for a new account is much , for the future start with 300 and increase by 20-30% per month , if you go from nearly zero to 1000+ they may easily kick you out regardless of any other factors speaking in your favor

There is no reason why anyone should wait after opening an account, what is the purpose for
opening an account if it is not for buy, sell or browse?
Just do not list high risk items or large quantity or listings which look like you copy/click from other websites.

there are too many people who think that they need to wait until an account ripes and then they could start selling and increasing volume to a high level within a few months

this system only works on amazon where they need to wait until they get accepted and then they could sell a lot. on ebay it is exactly the opposite of amazon - people need to start immediately and low increasing the volume slowly , this may take them 1.5-2 years to go up to a high volume but that account would be stable
