New ip, tried ipburger and mobile ip
New phone number
New name and address
Tried listing first item after 10 days, the same day, tried liating auction used clothes or toys, tried new items, same thing.
Had few accounts where listing auction items were successful but trying listing a buy it now item hits with reactivate.
I have 5 accounts running and only 1 new acc that I’ve created in the last 4months didn’t get a reactivate message and is still working and selling. That is 1acc out of maybe 20-30tries |

Your problems are:
New pc/mac user - instantly linked to any previous eBay accounts on that computer.
if your in the uk, use a mobile dongle/mifi.

Your UK user go with mobile IP part? That's a good advice. Doesn't mean IPburger isn't a good alternative....
for eBay though, I'm still running dedicated user accounts per ebay account with no problems. |

But if you want to be extra careful, you can reformat and reinstall your OS to make that computer fresh. Perhaps this would be a good middle ground for you |

Dating back to 2014, whenever I had links from bad stealth practices, generally takes about 30 days for that to hit the account. Unless you reuse the same phone number, other obvious links don't happen immediately. In my case I typically got indefinte suspensions immediately. |
