Ebay permanent restriction and new account

My account is restricted permanently. The main reason seems to be "item not as described". what is the chance of getting the restriction removed? How can I purchase verified and reliable new account and how much does it cost?

A permanent ban usually indicates that eBay considers it a trust/risk control issue, not a regular performance warning. Many of these bans are very difficult to recover from. Solving the business model problem is more important than finding a new account.
