Can you get tracked down for listing same item?

I got two major questions

1. Can you get tracked down for listing same item you listed with suspended account?

2. Can you get into trouble buying too much penny ebooks to raise up feedback?

Yes, I do have niche... and I didn't do anything illegal with previous account. All my customers were happy with me, and they actually worried about me. They just suspended me for signing up too much accounts, and my main powerseller accounts they tracked down that it was related to one of massive sign up.

So I don't worry that people feel suspicious. However, My concern is ebay radar. would I get be in ebay harbor control radar even if I change description?

I guess the problem was shill bidding... not creating multiple.. not sure

but I created more than 10 accounts
