Can I use this card to register a new account?

Well it would work but you have to use your real info. I've tried Green Dot before and they actually verify the owner of the card by SSN or some other such thing..

yes, that's what walmart sells... they get driv lic + ss#-say patriot act? then they mail card + fees for everything.... Holiday TIP; go to large shopping mall now- get a $20 US Bank card for $22...I got 7 the other day-go online+ put the new info hit submit-go to EB+ set up seller acct-works like charm...on line is www.onegreatgiftcard.com...

All Access costs about the same as greendot for reloadable.
