I asked ebay's LiveHelp. Now although I've found LiveHelp to give innacurate information, here's what they said. I found and they said that the bad feedback counts per person. But if they do a "not received" or "not as described" dispute, then it's double per person.
They also said that first ebay restricts and gives a warning to you after reviewing the account. Then if things still keep going bad, they suspend.

Now if you sell 100 a month, then that's 300 in 3 months. So you need 15 people negging you to hit 5%. If you get that many negs, your account has a nasty looking feedback score already.
If the account hardly is selling anything, ebay claims you're still supposed to be restricted before just a surprise suspension. |
