Do you have to have a valid and different phone number when you get new VCCs? when ebay checks the credit card do they also verify the phone number registered with your account versus the one on the credit card?

EBay doesn't check the number with your VCC. Just the number you give them.

AVS only does zip and address. Not name, not phone, not anything else. Zip and address. Usually just address number, too.
