Avoid "Section 9 - Providing Identification" Suspension?
 

I've been quite frustrated at this problem for a while now. What exactly is raising the flag for this suspension? This suspension often kicks in after two weeks of registration and will ask for a government issued ID and utility bill, and I have barely sold anything on the account. Of course, I have done everything that was described in book to make a proper stealth account, but still could not figure out what I did wrong.

What do you mean by "barely anything sold" in terms of the dollar amount? Also, what category are your items in?

Just "make" the ID and bill and send it over.

They always ask me for this EVEN BEFORE SELLING ANYTHING sometimes.

Not you 98% of the time. ebay changed the parameters.
