another IP question, does Ebay save your IP when you are not logged (just browsing?)

I heard that they do that with their images on their website (ads). Even if you are NOT logged in, just surfing/shopping, your IP is tracked down.

Then when you use a different NEW IP (directly connected to modem) they somehow link you together even though before you were logged in with your old IP.

Is this true?
