Created 2 new seller accounts, Paypal required?

Tonight i started two new ebay accounts, went through the hoops, entered credit card info, hit the SUBMIT button, I get this on both accounts:

"Thank you for participating in global trade on eBay. In order to begin selling your items on eBay sites not associated with your home country, you will need to take a few steps:

1) You will need to have a PayPal account that has been "Verified". Click on your country of eBay registration below to understand how to complete that process.

2) Once you have a PayPal account that is "Verified", please link your verified PayPal account to your eBay account."

Keep in mind, I DO NOT have any international shipping options checked, and never have. Is this just a random thing or is eBay requiring all new accounts to verify paypal?

Hi, another guy!
May I ask, are you in the usa?
I created 3 accts at library sunday, and none asked for this, 1 did want a cc to bid, though..
Thanks! ")

He /she is either not in the usa or they are trying to sell outside of their home country

Yes, I am in the USA, using AOL proxy web browser, I am making certain that I do not have any international shipping options.

I have been creating accounts for about 4 months using ASPKIN system and this is the first time I have been required to verify paypal before the first listing.

FYI: I used aol browser for 1 account and dialup ISP for other 2, so thats not the connection. maybe its the zero feedback? Also, one account was over 30 days old with zero feedback. IS IT POSSIBLE that ebay is randomly requiring paypal verification? I tried different categories also, not high profile, just boring crap.

Now new info, once i have received the requirement to link/verify paypal on a previous listing attempt, whenever i click on "SELL" then try to select a category for a new auction, the same warning pops up, i cant even get through to the first page. So that eliminates the international shipping explanation, they are just using that as an excuse to get your paypal info. *******s that they are!

Also, spoke to eBay live help, straight from the horses mouth, even though you dont have an international shipping option, you may still be required to verify/link paypal. She refused to say if it was a random requirement, or based on feedback, etc. Some new requirements maybe? eBay is so fu*ked now, not like the good old days.

yes I am in the USA.

did you actually attempt to list an item for sale?

Damn Ebay..........

OK this appears to be totally random. I just now registered a new account, created listing, addedd CC, and started auction...no problems. No Paypal verification. I did everything EXACTLY as the previous accounts. It must be just a random thing, but damn, 3 out of 4 new accounts required PP verify?!?!?!? F*ck eBay, I wish to God someone would give them some competition.
