you can no longer use your old paypal address once you have been banned from ebay. you will be linked that way. you have to make a new paypal account. up until a few months ago you were able to use old paypal addresses with new ⊗⊗⊗⊗ ebay accounts. things have changed.
as for your credit card as long as it has never been used on ebay before then it is good to go. just make sure when you verify and register it with ebay that you change up the address that the card is filed to. you can change the street and numbers up a little and ebay will still accept it. you can change your name on the card up a little too. as long as it is close it will be accepted.

other things is make EVERYTHING new. EVERYTHING EVERYTHING. that is the best way to stay safe and prevent getting linked

Is it safe to open a new paypal account with PO box?

i have a po box on my paypal account. of course the account was limited even though i had my bank account verified and they had a good social security number. maybe the po box was the reason it was limited. had to jump through hoops, but it got it restored.

I have several with PO Boxes, I use the PO Box street address though,
i.e. PO box 123, in Chicago Ill 60605.
(The actual post office is located at 456 main st chicago,il 60605)--

**Has worked for a year now,, + I get the pp debit cards there as well.
NOTE: The "crabby" older ladies at the p.o. are "not crazY" about doing this.. so when one of them work, and my box is full, and I have to go to the window, I get the wrath.. So, I go to my car, when its full, I have little boxes (4pc)--of the Whitmans yellow Chocolates, I take one in with me..
Compliment them on whatever theyre wearing..then offer them some DELICIOUS Chocolates,, they get side tracked, hand me my mail, and Im gone...

Your sneakey devil you, I tried the same thing with chocolate peanut clusters but the lady at my new PO had NO TEETH!! :)
