I was suspended two months ago on ebay Spain and I got this message

We contact you to inform you about the suspension of your eBay account classic as a precautionary measure due to security checks conducted regularly.
We take this preventive measure in accordance with our Terms of Use
For us to return your account, we will need to verify some data recorded in your account. Please send us by fax 91 151 8489, the following documents:
(A) A copy of one of the following documents:
- Your National Identity Document (DNI), on both sides.
- Your Foreign Identification Number (NIE), on both sides.
If the address on the DNI or NIE is not present, also should receive copies of:
- Your certificate of registration, or
- A bill issued in your name stating your current address (eg phone, electricity, water or gas).
(B) One of the following proof of ownership of the items you had put up for sale:
- Photocopies of invoices for the items.
- Photocopy of the security certificate sealed or manufacturer.
- Copy of agreement with the supplier (in case of early redemption).
- Article ID or proof of payment by PayPal (if you bought on ebay classic).

I've been contacting them by phone but I could not solve the problem
I sent the documents and they will have received
but even so I'm told that I can open the account again without noticing any kind of explanation
Why can not restore my account when I sent the documents?
