Another newbie trying to start with questions

hi,
i got suspended last week with over 5000 feedbacks and try to get back on it
but I understan now pp asking SSN# and Bank accnt that match SSN
will this stealth work?

my ebay account only and i can still buy just not able to sell
I have another acct which totally forgot about from 1 years ago
My items were pulled out by vero although it was authentic item
I got 1 month suspension then and I never used that acct and last week all of sudden
they suspended my top-rated accnt and told it has to with that acct violation 1 years ago
My question still; can stealth account work with new paypal policy to add SSN that match bank SSN
