1. If you're Paypal and eBay accounts are both new with all new information, linking them won't be a problem. The problem happens when you use a Paypal account that's been linked to a suspended account in the past. The only thing is once you start having money going through your Paypal account, Paypal will put your account on hold until you can verify you are who you are. This could be a problem if you're using ⊗⊗⊗⊗ information.
2. DSL, from the DSL I've had, never changed its IP address by it self. I would have to do it my self. Dial UP changes it's ip address by it self.
3. If you never mess with your old account, including using it's ip, email address, linking Paypal and eBay accounts, opening up past emails, etc etc etc, you'll be fine.
4. Yes and No, eBay tracks the IP address with other variables to determine if an account needs to be banned. Your co-worker may or may not be in trouble because of you. I've seen it go both ways. But as for you, you'd probably be suspended again if you try connecting to your account via the T1.
Sorry to be a little vague, the questions are hard to give a direct yes or no answer to. Its more complicated then that.
