Can I still buy with suspended account?

Hi everyone.

"We regret to inform you that your eBay account has been restricted from bidding or listing because you haven't..."

What exactly does this mean - they mention 'bidding' - does this mean I can still buy fixed price items, but won't be allowed to bid on anything?
