Hi I was wondering if ebay /paypal blacklist the address or surname date of birth etc ? surely they cant go round blacklisting addresses as people move etc ?

whats your thoughts on this people ?

it usually takes the combination of 2 things. The address or name itself wont do it, however address and ip, or name and email, ect, ect...
