Some of my new eBay accounts has the option to link to my paypal account so can be uplifted to 5000 limits each. But some of the account NOT even give me the opportunity to link to paypal account which i can just sell 10/100 each month or phone call them to uplift. what the reason behind this, did i pull an trigger or its just random?

Dont give up on the accounts with the 10 limit.If you sell on them and get positive feedback it will be 20 next month,30 after etc.
