is the phone call verification by human being or by ebay auto machine?

i have a new usa ebay account, when i try to list items, it says

To list this item, you need to confirm your identity by phone. This is an important step to make eBay a safer place to buy and sell.

if it is by human being, i am afraid my spoken english will not pass the verification since i am not in USA, thanks

It is completely automated by ebay, if you do not clear your cookies sometimes they will not use this automated phone call.
