International shipping and ⊗⊗⊗⊗ first and last names?

Anyone know if a package can go out international and leave off a first and last name in the return address? Or is this against the rules?

You can use any BS names. An initial would be good, or your ebay ID name would be fine as well. It doesn't matter.
