Suspended from Ebay and Blocked Paypal
 

Let me begin by letting you know that I don't know anything about computers or the internet whatsoever. So technical terms with me mean nothing. :)

I was recently suspended from ebay for at least a year, and they also blocked my paypal account.

I am wondering what ip address ebay looks at when trying to register new accounts. I've changed the ip address in my command prompt (internal ip??) but don't know how I can go about changing the ip address that shows up on google (external ip??).

Is my suspended account linked to the external ip, the internal ip, or both??? And if I want to create a new account, how would I go about getting a new ip?

External IP (the only IP seen by Net sites) is important.

You should first check if your IP is dynamic.
