Suspended Account Again !!!!!!!!!!!

I guess I will have to buy the new guide. I turned on my computer an hour ago to start filling some orders from my new account, and Ebay says i'm suspended because according to paypal I did not deliver on goods. I went to my paypal asap. Someone paid for an item then reversed it and filed a complaint with paypal and ebay against me all in 1-2 hours on May 30, today.
First thing I did was refund the money by paypal. That resolved the paypal complaint.
This is the note I left in the comment section.

The buyer paid for the item with PayPal on May 30, and filed a false complaint on May 30, then filed a reversal of transaction for not shipping the item on May 30, all within 2 hours of the same day. I never made any email contact with buyer regarding his false claim.
I think what happened was the buyer tried to pay me with paypal in another transaction, for the same item yesterday. I refunded the payment from paypal yesterday and asked the buyer to use the auction checkout, and pay using my merchant acct.. He never did ! So I guess this is the payback.
He took down my new acct. with 30 listings. Most were ending this weekend. I just left Ebay and sent them the same note above. But at this point I think I'm done again. This was my bread and butter !!
I was taking the suggestions from you all and things slowly started coming together.
And slam!! Bam ! Done !
Its not easy, theres alot of mean spirited people out there. Does anyone have any suggestions ??? Do you think this acct, is toast?? this is the 5th acct in 3 months.
