ebay/paypal linking ways?

I received an e-mail from eBay (for my main account) that it was closed. I contacted them via phone and was told I had to resolve issues with my original PayPal account and they would then let me sell again. The eBay account was opened I believe in 98 or 99. I had started selling in 2006-2011 when it became limited. I spoke to PayPal to someone in the Risk Management Team, my original account that was used, posed a risk, they could not clear the account, but the woman who had been working with me, clearly stated I could use PayPal, with my own info. So eBay main acct was shut down.

1) Am I posing a threat to the eBay environment, if PayPal has no issues with me opening a new account? (I'm assuming Id be able to use a new PayPal account with a name variation if I'm not)

Also, if using a name variation, ie adding a Middle initial, which is on my license, and not my old verified paypal acct. or old ebay suspended accounts, and using everything else stated in the guide do I stand a good chance of not being shut down again by eBay?
