ePassporte VCC account

Has anyone tried using an ePassporte account to open a new ebay seller account? I've been checking out the site and it looks pretty interesting. Only cost $5 to load account and there is no minimum, so if your looking to create a new ID, it could be done for $6.

Gave them my CC#. They charged me like $1.10 I entered the amount on their stupid website. After refusing to accept the number 3 times they locked the account. What a wonderful company. As for the $5 charge, is that a fee or does that money simply get loaded onto the vcc thereby making the vcc "free" to create.
