Was able to register without credit card
 

I couldn't believe it. I cleared my cookies, got new IP address and then registered a new name, address and email on ebay without a credit card.

How, how many times and when should I purchase before selling? Is it safe to register my original payal account that has an email with a suspended account with my new email tied to my new account?

Still unable to get a gift account with simon.com and no other options in Puerto Rico. If you are willing to purchase one for me so I can sell, send me a private email. Without it, I am stuck!

I think their requirements are somewhat random. I have also reg'd an account and started selling without giving them anything other than agreeing the pay my seller fees through PP and then 2 days later I go to list something and EB wants a CC and a checking account.

...go figure?

I've even started to sell where all they want is to provide a PP account from which to pay the ebay seller fees. Then, try to start another account to sell on and it wants both a CC and bank account
