Ebay Suspended Account

I have a suspended account but DO not have a paypal account because it was linked with my spouse seller account. They holds his funds for 180 days starting now.

If i created a new seller account don't they have my personal info already can i recreated a new id?

What about the sellers fees. that I do not owed since it's linked is there a way to get out from it. Please help:mad:
