0 and 0 to no end... what causes this and how to bypass?

Followed the guide to the T. Went to go list a generic keyboard for sale on Ebay. BOOM 0/0 limit.

Is there any help for this? It's not VCC or address problem. It has to be something else. I read the guide three times now and still cannot figure this out. Please help.
