All new accounts are likely to face the 21 day hold.
Why the rush? Ship fast and get funds out quicker.

Digital goods always risky.

Dont forget 21 day holds can come at any time when pp sees fit :-)

Now I figured out that I can send a letter and provide tracking to all buyers eventough item will be digital delivery.

Ilcarletto is right to warn you of pp being aware of what youre doing, given that you are shipping something that wouldnt need shipping.
Short term might work. There is the option on pp of stating as sent electonically...not sure if this option is something that will release funds quicker or not.

Really, it cost 50-60$ to ship a LETTER to USA from Croatia.
