IP addresses?
 

I read where dongle or VPN share IP addresses and if you are using them, it may link your eBay account to someone else's that also is on the same IP. Is this true? And if it is, is the only other way to get a new IP to buy a second internet service? My current provider does not allow IP changes, it automatically defaults back to the factory IP when you reboot the router/modem. Seems like I'm not able to get past the need for new IP!

If dongle's or even VPN's shared links with other IP address users then a great many more ebay/PayPal accounts would be getting linked and suspended across continents, things are quite bad already with suspensions happening but nothing compared to how bad it would be if what you have just stated you read somewhere was actually the reality of the situation. So you would be able to use those ways of accessing your account without fear of being linked or compromised in any way.
