Ebay Account Restricted (Global Performance)

So I got a message saying "your Ebay account is restricted due to global performance below standard." My projected seller rating is still above standard so don't get this??? What can I do? Will this be fixed on my next review?

Once restricted from selling that's pretty much it. Unless you can successfully appeal some of your defects with customer support.

Well let me ask you this...with eBay Stealth can I start from scratch with a new acct or even multiple accounts?
