can my account be suspended if I do a complete restore on my laptop?
 

Gone stealth for about 4 months, but my laptop got a virus and it's on a loop trying to fix a restore. I was on win7, but Im not sure if I try ahead and do a an complete update to win10 that my account might be suspended. It will be same Ip, same as the smartphone Im using with that account, but is the win10 update be able to get ebay to screw me?

No but because eBay will recognise it as a new computer, you might be asked to confirm some details(usually phone number) and it should work fine, or you can log into the account and only make changes to it about 3 days later and you probably won't be asked for any confirmation.

you can save up firefox cookies and fingerprints and you will not have to do the verification

quick update:

just transferred cookies to new computer and new IP . Didn't even have to login as the session were still running. Ebay and Paypal did not ask for verification.

I guess it should be same as for ebay.

I remember logging in my amazon account from different country while on holiday on smartphone. Was asked to enter my billings post code and couple weeks later got banned for being related to another closed account. Can't remember why was that..

But as it goes for the same computer and IP you can only be related to your own computer :)
