Yep, it all depends on the company , and I think companies like straight talk that are already giving discounted rates are more strict with allowing phones to share Data.
Some companies charge an extra monthly fee to use this option.
Even with my IPad Air, I have an ATT sim and TMobile sim I use with it, and TMobile has great prices and gives a lot of data and with any plan you get you are able to use the hotspot function.
But AT&T, the first lower priced plans, does not include the hotspot and if I purchase them in my iPad settings the hotspot feature cannot turn on.
With AT&T To use the hotspot feature u need the $50 and up per month plan
