Verify ID

I was asked by ebay to provide a proof of identity to lift a limit.
I sent in altered ID card which looked perfect to me, but upon submitting it to eB@y they responded by saying they were unable to verify the id card.
My question is can eB@y verify the id card number or something?

How did you submit - fax, e-mail? Perhaps image was not clear though...

What kind of ID? Numbers often fit specific algorithms...

It was the State ID CARD, I emailed it changing name and the top id last digit number

Is there anything specific in the sequence of 9 digits on the State id card?

That might take some googling to find your answer - I have done googling for algorithms on Id's...it's not hard to find out.
