eBay Suspended & PayPal Limited Forums - What category is safe to start use Ebay

It is very much dependent on what you are listing more than category.

Stationery is a pretty safe category but if you are listing an expensive or somehow branded item you might get troubles.

Search in the forum, plenty of threads on the "first items to sell"
