Can't block Firefox Portable with inbound/outbound rules

So I am trying to block 3 FF portables and I have my local network set as private. The inbound/outbound rules guide I use is the 24VC one but it has no effect on my Firefox . I use the same rules on other computer on Chrome and IE and all works fine on those.

So what am I missing?

use proxifier. it can proxy/block based on app or host
