Old contract 3 MIFI used on old account

I have a 3 Mifi that I used to use on my old now suspended account.

If I put in a new 3 sim, will this be ok to use on a stealth account?

Also, if my stealth account is roughly 100 miles away from were I am now, does it matter that whatever IP location the MIFI gives me is no were near were the stealth account address is?
