Do i need to change IP address for ebay+Paypal Stealth Account?

Dear reader,

Do i need to change IP address for ebay+Paypal Stealth Account? will they track my IP address for my other accounts?

If I do, how? please advise.

PS:I'm using Mobile Hotpot for my computer 24/7.

Yes you do need to

Put your phone into airplane mode then out of airplane mode again and that should change the IP address so long as your not using a very limited IP range.
