I know this has been asked a few times and as I searched I read no specific answer, but is it safe to login to a stealth account from starbucks, or local cafe's? I know they're public and anyone can log on from any account, but does it really matter? When I view the whois it does state the ip is public.

Best to stay away? or should I just eat the cost of a VPN or hotspot?

Using public hotspots isn't a great idea for eBay as there's a high chance the IP has already been used/burned on eBay. It's possible it hasn't been but there's no way of telling. Personally I'd rather invest $130 for a solid IP. Then I can access my VPN from anywhere so I know I always have the same IP. If you're serious about the long term success and profitability of your accounts, invest in a solid IP solution. Doesn't have to be a VPN but it shouldn't be a public hotspot.
