IP and ISP
 

So I recently got a new computer that has never signed in to an ebay account (has accessed eBay though without logging in). I am suspended on eBay but want to open a new account. Can I use my new computer in combination with a VPN service (to mask my ISP) to operate my new account without being flagged?

That will be ok. VPN service shall be reliable, possibly with a fresh IP (never used before on eBay)

VPN is not strictly necessary if you have the chance to change your ISP IP... is this not an option? Tethering your cellphone or an internet USB key will also do (cheap and reliable)

Thanks for the reply. Can you further explain what "tethering" is? I have already downloaded the app on my phone and it is connected with my suspended account. Also, what is a USB key?

tethering is simply the internet connection derived from your mobile phone by your computer normally through a cable. But also via wifi. Almost every modern smartphone has this feature, android more so right out of the box.
