What is the reason for having a new windows user?

I did make one but curious why it is needed. I also need help on creating a new ip for my laptop. I am on comcast and I have a router. I have tried over night reboot.

It keeps cookies and other tracking devices separate from one windows user to the next. Harder to get linked on ebay/pp if you use the logins properly.

For the router thing, just login to the config page and change mac, then reboot cable modem. Instant new IP.
