What's inside the cookie?

Can't remember if I asked this before...
What exactly do they store inside a cookie?
What information?
How can I look at?
Is it encrypted? (If so... how do I decrypt?)

Is the cookie editable so you can change values?

Also... just out of interest... is it possible to construct a cookie?
Not sure where this could be used... just thought it would be good to know.
