User account + user ebay + HOTSPOT MODE

I have a suspended ebay account on a Windows 7 PC. I have dynamic IP because I connect with HOTSPOT to my windows computer. Therefore, I don't know what the banned IP was.

At the moment I have 2 ebay accounts. 1 active and one suspended.
If I have 2 ebay / paypal accounts (one of them suspended, I have to have two windows user accounts, if I want to switch to the other ebay account, it would be enough to activate the Avion Mode to change the IP to another dynamic one, I close session in windows, then I log in to the other one, and connect to my other ebay account without the possibility of being tracked and without the risk of any link?

If I am correct, please be so kind as to clarify. I have read many posts but I want to confirm this date because the posts are old ...

The other serious question is that I don't know if to change from one account to another, I have to close my session on ebay, then close my session on windows, and thus open the other with the new ip that Hotspot mode throws at me.

Switching user accounts and changing IP...as long as account info are different, it seems like you wouldn't be linked - unless selling the same items and same photos...
