I use phones from other countries(im from Germany) and it works without any problem, so at least for european countries you can use any phone number(at laest european numbers).

I register Germany accounts with phones from italy/belgium/austria and i got almost 10 accounts running.

Im talking about what i know, i can't say if on usa site is the same but at least for european countries, you can use any number to verify your account and list without getting suspended, 100% guaranteed.

Yes you can use a sim card from any country for verification.

I have active accounts that have been verified by sims I have picked up on my travels; UK, Russia, Thailand, Indonesia, Egypt, Japan, whatever
