What address to use?
 
Since residential IP for Ipburger changes your IP every 30 minutes, what address/location should I choose to use as my personal information on eBay?

You can choose whatever address you want. When you select IPburger's residential IP

as long as it's for USA even when the IP rotates, it won't matter. All that matters is the ISP used in the IP to be the same and consistent all the time.

So you are good to go
