Currently i am using vmware + mobile hotspot cloned.

Other all information are unique.

The problem is not document and phone number from here.

The problem can be that you trying to open a .ca acc and not a .com account. I think you can meet problem also with .com account. Try to register there https://sellglobal.ebay.in/seller-center/ and use your local SIM. Phone number is 99% the reason of it...and nowadays international code should match the registration site.
Example i'm Italian i can get local sim with +39, i can use them to register account in ebay.it

Ebay are all indian seller register any country but whenever document required they are redirect ebay.in site.
