I create a new gmail from the machine containing the suspended account, and will get that gmail to create with a different IP and different user account, can Ebay detect it?

Not really - disable images and beacons when doing eb emails (I prefer just answering messages on eb itself though)

That's what I'm doing from now on because of what's been happening as I said and opening emails on other venues I noticed an Ebay reaction at that moment!

yes be sure to block all cookies/incoming images from sites this can be a death sentence to your stealth. this is detailed in depth in the stealth guide

what about using user agent switcher, it will change the browser configuration, also using trace addon

Programs that edit your browser fingerprint can be easily detected and flagged as an anonymizer
